Ok so first off, I just want to reiterate again. The regular image voting that we've ha for ages, Forum:Image Voting Panel, was never supposed to be about whether or not users believe someone is "too" famous or not. That can get insanely confusing, and biased, which is why the point was always more black and white, do you or don't you personally recognise them. Now I realise users have been voting incorrectly from the very beginning, but it's very tiresome.
Secondly, I've seen many votes be passed when only 5 to 8 people even voted, this doesn't really seem like it remotely can accurately say that our wiki's users do or don't recognise someone, it is far too small a number to even remotely give an accurate picture of what our users recognise.

This being said I'm suggesting we have a minimum number of 12 users that must vote, in order to pass the vote, as well as the fact that there must be at least a 3+/- margin.

I highly agree and support this idea. 4 users's opinions are important, but aren't enough to change things as they are. 12 would be a good number of votes that we could reflect the debate on. Js :P

Personally I think the we should still have time limit, but at the end of period there should be a specific number votes needed in order to close the votes. If the minimum number votes are not met in that vote then the voting should be extended until the number has been reached.
This reason why I feel this way is because basing a guideline of voting solely on # user or time limit won't work out in the end. Honestly don't expect anyone to agree with me, but I just wanted to express my opinion.
