Welbie's creation and existence is surrounded by helping others. When a child of Hecate was venturing into the Underworld for personal reasons on their own, Hecate didn't want to take any risks when it came to losing the child (she and Hades were on bad terms due to a series of arguments) and as such, she created a torch bearing spirit to accompany the child through the underworld safely. Although there was some trouble along the way regarding Hades, Welbie eventually fulfilled his mission of successful guidance and Hecate began preparing him to go to Camp.
As Hecate's preparation went ahead, she noticed that a dog spirit named Kipton had been abducted and had been forced to work for Hades and felt negativity surrounding the ordeal, so instead of Welbie going to Camp, Hecate told him to remain in the Underworld to overlook the relationship between the two and report back to her every so often.
During this time Welbie was appointed with the job of guarding Persephone's Garden from time to time for astray souls, some of which aimed to destroy the garden. It was here that Welbie first got a glimpse of his main mission.
Throughout his time in the Underworld Welbie got closer and close to Kipton and always reported back to Hecate every week or so. Hecate, pleased with his work, offered the reward of leaving to Camp to which Welbie declined, stating that he still had a job to do for Persephone. Welbie remained in the underworld for another few months until one day where he was distracted by a rogue spirit who needed help getting to Asphodel. It turned out that the spirit had been used to distract him and as he did so more spirits came in and wrecked the goddess' garden.
When Persephone found out she was furious and ordered Welbie to go to Camp. In addition, she cursed him so that any flower he touched died, hoping that he couldn't find happiness for a long time.
